Operation Eyesight Universal is a 58-year-old Canadian development organization that has been engaged in evolving and implementing innovative approaches with the objectives of elimination of avoidable blindness. Operation Eyesight Universal works in India to eliminate avoidable blindness in partnership with local governments, eye hospitals and community development teams, building essential resources that give all people, including the poorest, access to the help they need.

Operation Eyesight India is in the process of recruiting a Program Manager for South Asia. The position description is as under:

Job Purpose

To be the key driver for Operation Eyesight’s hospital and community-based interventions in India and other targeted countries in South Asia.

Key Accountabilities

  • Ensure country programme delivery results in significant positive impact through strategic planning, implementation, monitoring and evaluation
  • Ensure cost-effective utilization of country programme resources while adhering to established standards and guidelines of the organization

Dimensions

Staff supervised: 3 to 5

Volunteers managed: Nil

Annual operating budget: Depending upon the approved annual business plan

Organization

The position of Programme Manager – South Asia reports to the Country Director – India. Besides, the position directly supervises the positions of Programme Officers and Programme Coordinators.  The position actively coordinates with the Manager – Finance and Administration, Monitoring and Evaluation Manager, and Head of Resource Mobilization.  Also, actively coordinate with the Senior Manager – International Programmes for transfer of knowledge pertaining to community eye health programme globally.

Primary Responsibilities:

Planning and Budgeting

  • Contribute towards formulating and reviewing India/South Asia country strategy that focuses on developing horizontal and vertical linkages with eye health while promoting community participation
  • Contribute towards development of annual business plans
  • Oversee preparation of quarterly, semi-annual and annual work plans and budgets in coordination with NGOs, partner hospitals and Programme Officers/Coordinators
  • Develop new thematic priority areas for community development linked to community eye health in annual business plans
  • Scale up existing projects
  • Develop/contribute significantly towards the formulation of project proposals that reflect key needs of geographic areas of intervention and the partner hospitals with the involving key stakeholders

Capacity Building

  • Identify training needs of the staff of partner hospitals/Programme Officers/Coordinators and liaise with strategic partners such as LVPEI, AECS, etc. to ensure the provision of required training
  • Build capacities of partner hospitals and provide technical advice and support to partners and project teams
  • Identify training needs and support the training of Programme Officers/Coordinators in project management

Monitoring and Reporting

  • Oversee preparation of implementation and monitoring plans for all partner hospitals and monitor the progress periodically
  • Conduct on-site monitoring visits regularly to ensure objectives are being met
  • Ensure all information with regards to progress and development of the partners is captured in the appropriate formats and shared with the Country Director – India as per agreed timelines
  • Analyse and present reports on community development/hospital improvement projects to illustrate performance against established objectives
  • Ensure project monitoring data is regularly collected, collated, reviewed and mid-course changes are made according to project implementation strategies to increase the impact

Communication

  • Support development of communication material for the India country office
  • Collect required information from the field and write case stories, testimonials and take photos and videos for the Operation Eyesight website, donor reports, stewardship reports and other publications
  • Participate and represent Operation Eyesight in various meetings and workshops as per the advice of the Country Director

Research and Advocacy

  • Identify research ideas and develop proposals
  • Lead/conduct operational research studies
  • Ensure coordination and coherence of all project implementation components by working closely with national and state level National Health Mission (NHM) and National Programme for Control of Blindness & Visual Impairment (NPCB&VI) officials and other relevant government departments

Working Conditions and Job Requirements

  • Headquartered at Hyderabad
  • Frequent travel to partner hospitals and project locations
  • Extended working hours to accommodate head office hours
  • Occasional travel outside the country to participate in international meetings/programmes
  • Act as an ambassador for Operation Eyesight in a variety of professional and social settings

Person – Eligibility Criteria

Abilities/ Skills

  • Strong written and oral communication in English and Hindi
  • Experience in independently liaising with state and district health functionaries
  • Good documentation and report writing skills
  • Ability to handle a variety of assignments under the pressure of deadlines
  • Proficiency in Word, Excel, PowerPoint and Outlook
  • Ability to travel frequently in the field

Qualifications/Knowledge and Experience

  • Master’s in Social Work/Public Health
  • 8 to 10 years of experience of working in the public health domain/NGO sector
  • Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies—particularly Ayushman Bharat and National Health Mission

Working Conditions and Job Requirements

  • Stationed in Hyderabad, India
  • Frequent travel to field locations

Job Purpose

  • To ensure elimination of avoidable blindness in Operation Eyesight’s geographic areas of interventions in India, Nepal and Bangladesh on a sustainable basis.

Key Accountabilities

  • Implement Operation Eyesight’s approach to elimination of avoidable blindness comprising set protocols, standard operating procedures by hospital partners
  • Ensure achievement of agreed targets – decline in prevalence of avoidable blindness within a set timeframe in Operation Eyesight’s geographic areas of intervention
  • Ensure clinical quality across Operation Eyesight-established Vision Centres through periodical audit and training programmes

Primary Responsibilities:

Planning and Budgeting

  • Participate actively in the formulation/review of country programme strategies
  • Contribute towards development of Operation Eyesight India annual business plans
  • Prepare quarterly, semi-annual and annual work plans and budgets in coordination with partner hospitals
  • Develop project proposals
  • Develop training calendar encompassing clinical and nonclinical courses in collaboration with LVPEI Hyderabad, LAICO Madhurai, partner hospitals and Operation Eyesight’s structured in-house courses

Capacity Building

  • Build capacities of partner hospitals and provide technical advice and support to partners and HBCEHP project teams
  • Conduct clinical sessions for optometrists and vision technicians on periodical basis to strengthen the clinical quality care at partner hospitals and vision centres

Monitoring and Reporting

  • Conduct clinical audit to ensure quality care and comprehensive eye examination at vision centres
  • Prepare implementation and monitoring plans for all partner hospitals and monitor the progress periodically
  • Conduct on-site monitoring visits regularly to ensure objectives are being met
  • Monitor online software implemented in vision centres and ensuring implementation of software at vision centres
  • Ensure all information with regards to progress and development of the partners is captured in the appropriate formats and shared with the India office as per agreed timelines

Communication

  • Support development of communication material
  • Write case stories for donors
  • Liaise between Operation Eyesight and other training institutes, eye care agencies and partner hospitals for training programmes

Research and Advocacy

  • Identify research ideas and develop proposals
  • Build relationships with partner hospitals, government agencies and NGOs in Operation Eyesight’s geographic areas of intervention to further Operation Eyesight’s objectives

Working Conditions and Job Requirements

  • Frequent travel to partner hospitals and project locations (minimum of 15 days in a month)
  • Extended working hours to accommodate head office hours or work
  • Act as an ambassador for Operation Eyesight in a variety of professional and social settings
